Russia-Central Asia - Russian Gazprom plans to buy 29 billion cu.m of Central Asian Gas from Uzbekistan, Kazakhstan, Turkmenistan in 2011, Vedomosti reported October 5. The total is 10 billion cu.m less than planned originally. Until 2008, Gazprom was buying 50-60 billion cu. m of Central Asian gas for a below-market price of $110 per 1,000 cu. m, but in 2008 the countries started requesting European prices. This year Gazprom will pay approximately $293 per 1,000 cu. m (a total of US $8 billion) to Central Asian countries. Turkmenistan is selling gas to China for $160 per 1,000 cu.m, while European countries pay more than $300 per unit.
Russia-Turkmenistan - Turkmenistan received two missile launches from Russia. They are based on the Medium-Nevsky Shipyard in framework of the military-technical cooperation between Russia and Turkmenistan. "Caspian Sea will always be the sea of friendship and concord, which is the focus of Turkmenistan's policy of neutrality, openness and good neighborly relations", - said Berdimuhamedov.
Russia-Tajikistan - Russia has reduced the tariff on petroleum products for Tajikistan for more than 7%. From October 1, export customs tariffs have been reduced from $ 400 per ton to $ 370.

UN VEto: Russia and China vetoed a UN Security Council resolution that threatened action against Syria if it didn’t immediately halt a deadly crackdown on anti-regime protesters. Spy Claim: Russia on Wednesday revealed holding a Chinese national for the past year on espionage charges linked to repair manuals for a missile system that Beijing had been buying from Moscow for years. The Russian statement came after a top American lawmaker accused China of exercising "an intolerable level" of espionage against the US and just days before a visit to China by Prime Minister Vladimir Putin -- a former intelligence agent who plans to return to the Kremlin for up to 12 more years in power in March. The Federal Security Service (FSB) said a Chinese citizen, Tong Shenyun, who pretended to be an official delegations’ translator, was working under the Chinese Government to buy "technical and repair documentation” about Russia's S-300 missile system. China issued no comment while Russian officials stayed mum about why they kept the unusual case quiet since making the initial arrest on October 28 last year.
Putin's Visit: Russian Prime Minister Vladimir Putin plans to travel to China next week to cement long-standing ties with the world's top energy consumer. The visit is to be Putin's first trip abroad since he announced last month that he will run in Russia's next presidential election. Accompanied by a 160-member delegation including top tycoons, Putin is to visit Beijing on October 11-12 for energy and political talks with Chinese Prime Minister Wen Jiabao and President Hu Jintao. Plans to pump Russian natural gas to China during the next three decades are expected to top the agenda.
Trade Partner: According to Chinese customs officials, China has become Russia's biggest trading partner. Exports and imports between the two countries totaled 50.8 billion U.S. dollars from January to August of this year, up 43.7 percent compared with the same period last year. Yu Guangzhou, director of General Administration of Customs said that the economies between China and Russia are strongly complementary to each other and bilateral trade presents a good development momentum. However the "Gray Trade and Strict Customs" between China and Russia still exists.
China-Belarus - Soviet Union ceased to exist because Gorbachev did not take the recommendations on the implementation of Chinese experience, said Alexander Lukashenko in Minsk on a press conference October 7. Kazakhstan-EU - EU Energy Commissioner Guenther Oettinger has invited Kazakhstan to join the TransCaspian gas pipeline project while addressing the VI KAZENERGY Eurasian Forum, “Kazakhstan: 20 years of sustainable growth, new horizons for investment and co-operation” in Astana October 4. Oettinger said there are opportunities to connect Kazakhstan with Turkmenistan, Azerbaijan and the EU through the TransCaspian pipeline. China-Tajikistan - On the day of the 62nd Anniversary of the founding of the People's Republic of China on 1 October, Chinese media reported the official handover of the Tajik territory to China. China and Tajikistan have agreed to the transfer of the disputed territory in January of this year. The land constitutes 5.5% of the Tajik territory, containing a portion of the Pamir mountain range. Meanwhile, China Eximbank will provide Tajikistan a loan of $ 26.5 million, media reports. Also, China will allocate $ 30 million to ensure the energy independence of Tajikistan.
SCO - President Asif Zardari October 6 said Pakistan greatly appreciates Uzbekistan backing its effort for full membership in the Shanghai Co-operation Organization (SCO), media reported. Zardari met an Uzbek delegation led by Minister of Defence Lt. Gen. Berdiev Kabul at President House and said he was keen to join the SCO’s Regional Counter-Terrorism Structure. Zardari said Pakistan attaches great importance to its relations with its Uzbek brothers, media added.
